RPT: SOUTH 

This Pilot training will focus on conducting a Tabletop Simulation Exercise on Climate Change related heat waves offering a unique opportunity to develop and reflect on cross-sectoral and cross-border approaches to developing and implementing heat health action plans. Participants will engage in scenario-based group exercises and discussions that simulate the complexities of managing these threats both within their countries and across borders. This train-the-trainer course aims to equip participants with skills to conduct Table-top Exercises (TTXs) and Cross-Border Action Reviews related to Climate Change Heat Health Action Plans (HHAPs). 

 

The Regional Pilot Training aims to test the relevance, usefulness, and quality of training materials, as well as the appropriateness of the teaching methodology. Your participation and feedback are critical to ensuring that the course content is practical, user-friendly, and adaptable to the diverse contextual needs of learners. We also aim to test whether the content and methodology fulfil Train-the-Trainer (TOT) needs in this area. We want your input to help shape the final EU-wide iteration of this training. In this way, we hope to make the course, a truly co-produced offering that reflects real-world challenges and solutions. 

As part of the DG SANTE implementation of Regulation 2022/2371, EPIC11 is contracted by HaDEA (HADEA/2022/OP/0017) to develop an EU preparedness training programme. This training programme aims to address the needs of prevention, preparedness and response (PPR) planners, managers, and practitioners, addressing current gaps in EU Member States and EEA countries, and complementing existing training initiatives by ECDC, WHO, and the EC’s policy departments (DGs), and others. The project aims to reinforce PPR planning with targeted training and knowledge exchange activities for healthcare and public health staff (Article 11 – Regulation 2022/2371). 

Target audience

This training event is open to mid-level managers and technical experts in : 

  • Health Ministries: Supporting the coordination of public health responses and ensuring hospitals and practitioners are prepared to handle the influx of heat-treated illnesses 
  • Meteorological Agencies: Monitoring and predicting weather patterns, issuing early warnings and ensuring these warnings are communicated effectively across borders 
  • Risk Communication and Community Engagement (RCCE) specialists: Ensuring that emergency communications are dialogues-based, contextualised and delivered through appropriate channels 
  • Civil Protection Departments: Supporting the coordination of emergency responses, including deployments of cooling centres and managing infrastructure under stress 
  • Non Governmental Organisations: Supporting vulnerable populations  
  • Urban Planning and Infrastructure Authorities: Focusing on immediate infrastructure needs and long-term planning  

Participants with experience in climate change response, cross-border crisis management, risk communication, and emergency preparedness are highly encouraged to attend. This Regional Pilot Training is open to all EU and EEA countries, but it is particularly suited for participants from Italy, Portugal, Malta, Cyprus, Greece.
