EPIC11's Goal

EPIC11's goal is to create a comprehensive EU preparedness training programme and EU and national-tailored capacity building activities, based on recent COVID-19 response to the pandemic and the ambitions to strengthen the public health emergency response capacity of EU Member States and EEA countries by forming an integrated European emergency preparedness system. 

About EPIC11

The Directorate-General for Health and Food Safety (DG SANTE) implements the EU Regulation on serious cross-border health threats. Article 11 of the Regulation (EU 2022/2371) provides for training of public health and health security staff. The Emergency Preparedness Integrated Courses (EPIC11) is an EU-funded project, contracted by the European Health and Digital Executive Agency (HaDEA). EPIC11 supports the design of national training programmes for health specialists, focused on developing, implementing, monitoring, and evaluating national and EU preparedness plans.

The project is developing an EU preparedness training programme that responds to the needs of prevention, preparedness and response (PPR) planners, managers and practitioners, addressing current gaps in PPR planning among EU Member States and EEA countries. This EU preparedness training programme complements existing training programmes developed and managed by ECDC, WHO, and EC’s policy departments (DGs) such as SANTE, HERA, ECHO, and others

What Does EPIC11 Do?

EPIC11 supports the development, implementation, and evaluation of national and EU preparedness plans through specialized training and knowledge exchange activities for healthcare and public health professionals. The project addresses gaps in preparedness planning and promotes resilience across Europe by:

Building knowledge and skills for more resilient prevention and emergency management.

Enhancing communication, collaboration, and coordination within and between countries.

Key Activities of EPIC11

Assessing training needs: Conducted a comprehensive Training Needs Assessment in 2023 with participation from 27 EU Member States and EEA countries, identifying gaps in public health prevention, preparedness, and response capacity.

Mapping existing programmes: Created an inventory of existing training programmes at both EU and national levels, to be hosted on the ECDC's Virtual Academy Platform (EVA).

Developing a training programme: A modular EU preparedness training programme is being developed focusing on Policy and Governance, Emergency Operations, Risk Communication, and Human Resources Planning.

Delivering trainings: EPIC11 will deliver 12 EU preparedness training courses. Four pilot trainings will be conducted in late 2024 to test and refine the programme.

Facilitating collaboration: The project promotes cross-country collaboration through incubator workshops, exchange visits, and joint activities.
