Hospital Resilience and Emergency Preparedness

The workshop in Latvia is conducted by the Emergency Preparedness Integrated Courses (EPIC11) project developing an EU preparedness training programme for EU Member States and EEA countries

The Latvia National Workshop will focus on Hospital Resilience and Emergency Preparedness. The event will convene representatives from hospitals in Latvia, Estonia and Lithuania to share their experiences and best practices. Through a mix of expert presentations, moderated working group sessions and interactive plenary discussions, participants will discuss topics like crisis management systems, workforce engagement during crises and interdisciplinary exercises.

Specifically, the Latvia National Workshop aims to:

    • Build knowledge and capacity on hospital business continuity and resilience;
    • Exchange views and best practices on implementation of resilience capacities;
    • Strengthen coordination and collaboration among various departments working on hospital business continuity and resilience; and
    • Facilitate an in-depth exchange of practices between Baltic states about hospital resilience to promote regional cross-border collaboration.

This 2-day workshop will be hosted in Rīga, Latvia and at the Pauls Stradiņš Clinical University Hospital and the Wellton Riverside Spa Hotel, The Panorama Room. It is scheduled to take place on 9 – 10  April 2025 and will run from 9 am to 5 pm.

Relevant outcomes of the workshop for participants will be:

      • Align and clarify the Serious Cross-Border Threats to Health regulation and the role of national prevention, preparedness and response plans;
      • Strengthen all-hazards preparedness planning at the hospital level;
      • Facilitate a common understanding of hospital resilience planning in the Baltic region;
      • Strengthen the Baltic state hospital collaboration and promote cross-border and regional exchange.

            Participants:

        • This workshop specifically targets crisis managers from various hospitals in Latvia. To foster cross-border collaboration, hospital crisis managers from Estonia and Lithuania are also invited to attend and present their experiences.
        • Attendance is by invitation only. Participants will receive an invitation to attend from the State Emergency Medical Service of Latvia (SEMS).

The workshop will be organised in English, with some group discussions in Latvian. A strong command of English is therefore required.

Preparatory materials

Selected hospitals will be requested to present their structure and challenges in planning hospital resilience (business continuity) and preparedness to different threats, including CBRN and mass casualty incidents, and to share and discuss their hospital’s approach to collaboration with other sectors, including civil-military collaboration, structure, legal basis, plans and agreements. 

EPIC11 will cover all related participation costs, namely travel expenses, hotel, venue and food.
